Abstract. Two years ago (in 2000), the EU launched the
research strategy document “Towards a European research area” where the main
aims for research and development in Europe as a whole were indicated.
Nevertheless, the research policies differ, especially in larger and smaller
countries. In this paper, the various aspects of research policies are examined
based on the recent ALLEA studies “National Strategies of Research in Smaller
European Countries”. These studies involved both the member and candidate
countries. The experience of different countries is analysed and the best
practice indicated. The research policy in Estonia is described in greater detail.
Finally the ideas leading towards general European research policy - from parts
to whole - are discussed.
